Really doubt it. The authorities unified, the groups lost their outside funds and the Anglican church to some degree merged with the Catholic hierarchy. Though many stayed out of some of the arrangements, the reason for conflict had more or less went away. The people most opposed eventually left for NB.
If by "something like ISIS" you mean a group of armed men who rule a region by terrorizing the people into obedience, that's a pretty big portion of the world.
The reason for rejecting ISIS as a point of comparison is that ISIS is the product of the most recent decades of history, which were totally changed in this TL. Best to avoid convergent narratives. American Spring already pushed the limit, in that department.
France has plenty of stateless zones and no-mans-lands. But the general course of recent history is that these are occupied by nearby states.
They meant more like a groups with an ideology taking over territory in a similar fashion.
The maps on the France page, imo, can be taken with a grain of salt. Most, if not all, are just theoretical claims.
