I'm not a huge expert on Russian history, but in relation towards a victory for the Whites I can see they'd probably be restored - if not done at the forceful hand of the most loyal generals. In a way it'd probably be done in a way that'd be similar to Germany's WW1 system, basically involving the Kaiser or Emperor technically having absolute authority though most military or economic decisions are made by the generals. (Since Nicholas having personal command of the army was disastrous).
In the case of a historical Bolshevik victory they'd probably just flee abroad like most of the Emigres did, or establish an isolated small nation state in remote Siberia depending on the loyalties of the Allies, who I can see being more lenient since Kolchak wouldn't be the center figure had they not been killed. I'll leave this open for debate since Russia's not my main field, but this is my best prediction.
Edit: It has come to my note that you made a timeline where Nicholas was a better ruler, in that case just imagine a similar system of constitutionalism/autocracy is used, much like the system that had been in place since 1906 just with larger amends to create a more "caring" (for lack of a better word) relationship with Britain and France.
Well, since Nicholas does make living a lot easier in my timeline and he wins the R-J War and WW1, I don't think the 1905 Revolution happens at all. The 1905 Revolution only happened because of the mistreatment of the Russian people and the humiliating defeat from Japan in the R-J War, and it only escalated after the Bloody Sunday massacre. If the 1905 Revolution never happened, I don't think Russia would've changed to a Constitutional monarchy. In my timeline, the Russian monarchy becomes a constitutional one in 1995, after the Revolution of 1991, since there is still unrest over what had just happened.
For this to have happened, Nicholas would need to have enacted much more far-reaching reforms following the 1905 Revolution. He would have needed to delegate all but his ceremonial power to the State Duma, transforming the Russian Empire into a constitutional monarchy similar to the UK. The Empire would likely become a two party system, with the Trudoviks on the left and the Cadets on the right, with several smaller third parties like the Octobrists, SRs, Bolsheviks and Mensheviks retaining very limited support. Successive Russian governments would likely focus on industrialising Russia and modernising its armed forces in order to make the country competitive with other major powers.
After the humiliation of the Russo-Japanese War, the Russians would likely sit out later conflicts, most notably World War 1, in which they would act as a mediator between the Allies and Central Powers. Without the USA or Russia getting involved, WWI would drag to a stalemate, before the two nations negotiate a return to the status quo ante bellum. This would probably greatly help the Democrats' popularity in 1920, allowing the Democrats to once again win the Presidential election and enact yet more progressive reforms. Back in Europe and the Middle East, Austria-Hungary and the Ottoman Empire would likely continue to just about limp on. Eventually both would collapse, with the British, French, Russians and possibly Germans supporting a revolt in Austria leading to its unification with Germany, as well as revolts by Balkan Slavs against the Hungarians and an Arab revolt against the Ottoman Empire. The latter would likely trigger a revolution in the Ottoman Empire that would bring Mustafa Kemal to power there.

The Tzar would start a new state in Siberia, called the Siberian Empire. Tensions between the two would be heated until WWII when the USSR and the Siberian Empire recognized each other’s independence.
He could flee the nation and enlist some allies like america to make a comeback and if that is successful, the soviet union wouldnt exist and cold war woundnt happen.But that woundnt happen until after ww1. Anyway, interesting POD.
