Seriously though, it could affect the great plain region and amazon as it might have similar effects to how the Amazon rain forest regulates the Sahara. This means there might be another desert or the Chihuahua and south American deserts may get larger.
If only the Mojave and Atacama deserts are altered, than places like the Valley of the Moon and Grand Canyon may be barely altered (due to the Colorado river still going through), majorly altered (the Valley of the Moon could have rivers in lower regions), or might be unrecognizable (the lower Colorado river may not be blocked by a dam)
Human habitation will also be different, as animal and human migration could make it so that there might be a decent population that are (culturally) similar to the great plains by the time of European discovery.
Settlers will also be able to settle in the green areas for crop creation and animal grazing, meaning the boom town of Las Vegas would never be formed or grow due to it's placement not being a oasis and stopping ground for travelers, and towns may be more widespread in the former Atacama and Mojave deserts.
For political effects, due to the more green region states like Bolivia and Mexico may be less inclined to have the US or Chile take over their sea access and farming land. This might mean Bolivia could keep their sea access while the Mexicans have slightly more land (probably up to the Gadsden Purchase or more).
TL;DR: The City of Sin never exists and Bolivia gets access to the sea
