Josef Černý's second cabinet was formed on 21 June 1954 following the 1954 federal election. It was a minority coalition government comprising the Republican Party (RS), the Czechoslovak People's Party (ČSL) and the Slovak People's Party (SĽS), with parliamentary support from the Liberal Democratic Party (LDS) and the Sudeten German People's Party (SDVP).
It held office from 21 June 1954 to 11 January 1956, a total of 569 days, or 1 year, 6 months and 21 days.
While the non-socialist parties retained a reduced majority of 154 seats, Černý's cabinet had lost much of its parliamentary basis in the election and were now also dependent on the Sudeten German People's Party for support. Černý was unable to appease the growing quarrel between the coalition parties and the two parties providing parliamentary support for the government. This tension culminated in the budget crisis in the autumn of 1955, which only barely passed after months of fierce negotiations. Tired from old age and the heavy infighting between the parties and aware of his inability to break the impasse between the parties, the 70-year-old Černý announced on 17 December 1955 his intention to resign as prime minister. He was replaced by Jozef Lettrich as prime minister on 11 January 1956.
