Process[]

20 countries entered the tournament. These countries were divided into four regions (Western Europe, Eastern Europe, Asia-Pacific, and Americas). Each region would have a tournament which would determine the seeding of the countries within each region. The winner of each region would be one of the "seeded teams", and there would be games between losing teams to determine the last place team, with the last place team in each region not qualifying. France and Australia, the possible hosts, were guaranteed to qualify, but not guaranteed to be a seed.

Tournament Format[]

The tournament will feature 16 countries in four groups. Within each group there will be a round robin. The top two countries in each group will advance to the knockout stage, where no two teams from the same group can face each other until the finals, and a group winner plays a second place team in the first round. From there, it is a single elimination tournament.
