The Thirty-Seventh Congress of the Empire was a meeting of the legislative branch of the Cygnian Imperial Government, consisting of the Cygnian House of Councillors and the Cygnian House of Representatives. It met in Northam, TS, from 3 January 1937 to 3 January 1941, during the second and final term of the Lyons Government, which in 1939 was succeeded by the Page Government after Chancellor Joseph Lyons' death on 7 April.

As a result of the 1935 federal election, the United Cygnia Party under Joseph Lyons was re-elected for a third term, and the Second Lyons Ministry was inaugurated following the 1936 State Opening of Congress. Lyons' death in April 1939 resulted in Vice Chancellor Earle Page being elected to the office in his place.
