The American Federation of People's Republics (Russian: Американская Федерация Народных Республик), is a provisional federation located on the U.S. and Canadian west coast. It consists of 10 people's republics. It was established on 12 August 2015 by Russian forces occupying the western coast of the United States and Canada during the Third World War.

The Government of the AFPR was one of an occupational authority with Colonel General Sergei Surovikin declared himself Governor-General. Lana Lokteff of the Alternative Right Movement or "Alt-Right" for short, was appointed as President. The Presidency was a mostly symbolic position that involved giving speeches and following the command of the Russian Governor-General. As such, real executive power was held by General Surovikin.

The US seaport city of Seattle was briefly the de facto capital of the American Federation with Seattle City Hall serving as occupation command headquarters. However due to the possibility of organized resistance and the size of the local population, General Surovikin decided to move his headquarters to a much less populated city and ultimately decided on Astoria, Oregon. The capital was officially moved to Somona, California near the historical site of Fort Ross when Russian troops had secured the city in early 2017 however the government continued to meet in Astoria due to distance from the front.

With the assassination of General Surovikin at the hand of the American Resistance on 21 August 2016, his second-in-command Colonel-General Andrey Serdyukov became the new Commander of Russian Forces in North America and Governor-General of the American Federation of People's Republics

Defense[]

The Russian Armed Forces - under the command of General Serdyukov - was the sole military force of the American Federation of People's Republics. Their arsenal included armored personnel carriers, battle tanks, artillery, gunships, fighter aircraft, etc. The primary function of the Russian military was occupation duty behind the lines and combat duty on the frontlines. Eventually the Military Police of Russia and the Federal Security Service of the Russian Federation (FSB) formed a joint occupational force while most combat units were assigned to the frontlines.

The Alt-Right also maintained a lightly armed militia consisting solely of loyal party members; the creation of this militia was ordered by President Lana Lokteff - at the bidding of the Russian Governor-General - to assist the Russians in fighting against the various insurgent groups seeking to end the occupation.

Economy[]

Initially the American and Canadian Dollars were the primary currency of the occupied zones. That changed when General Sergei Surovikin signed Occupational Directive 15 which discontinued both currencies and offered a program to exchange USD/CAD for Russian Rubles. With access to bank accounts impossible, most living behind the lines were forced to start over. While there was no shortage of employment opportunities, the elimination of the minimum wage in the occupation zones meant that earnings were significantly less.

Life Under Russian Occupation[]

In the initial days of the occupation, the Russians locked down all occupied cities by imposing a round-the-clock curfew as well as cutting off all power and utilities. This lasted for several weeks until the Russians gradually returned services and reduced curfew hours to night-time. A general census was taken of all citizens at this time; as a result people who were visiting, passing through just before the invasion, or was intercepted attempting to flee the invasion also had to register, effectively making them permanent residents. A number of apartment and town house complexes were chosen by Russian command to be used as military barracks for occupation troops resulting in all residents in said complexes being evicted with most moving in with friends or relatives in the same census area. Those not so fortunate were interned in FEMA-style camps.

Internet, mobile phone, and landline access remained completely blocked for most citizens for the duration of the occupation with the only internet capable computers being located on Russian military camps as well as buildings accessible only by the most privileged citizens. Cable TV was also severely limited. This effectively resulted in millions Americans and Canadians having no access to the news save for the propaganda the Russians were giving out. Russian propaganda was rampant in the occupied zone with the United States of America being as a corporate dictatorship and the Russian military being portrayed as liberators seeking to free the Americans from the oppressive regime.

Media, books, and other objects deemed subversive were banned under Occupational Directive 4. Among the media banned included 007 Bond film series, Call of Duty Modern Warfare, both Red Dawn films, Stargate films/series, etc. Among books banned included novels written by Harold Coyle, Larry Bond, Tom Clancy, etc. American flags and military fatigues were also banned. All subversive items were seized during house-to-house searches conducted by Russian military personnel early in the occupation. A bonfire rally with compulsory attendance was held with all citizens being required to throw at least one subversive object into the fire. Failure to comply with either would result in confinement in jail or even internment camp.

Food, medicine, and many other resources had become very scarce in many occupied cities and towns with food warehouses being closed down by the Russians and many grocery stores bringing nearly empty if not out of food entirely. Russian security personnel and local people's militia dealt very harshly with looters with many being arrested, beaten, and some cases even executed. Russian security and people's militia also frequently went home to home to confiscate excess food and supplies in order to combat hoarding and keep the citizenry fully dependent on the occupational administration.

Counterinsurgency Operations[]

As the North American Resistance gained additional members and conducted more successful operations, the Russians further divided the census areas which virtually forced most citizens to remain confined to their neighbourhoods. While curfews remained generally nighttime, the definition of nighttime now included sunrise, sunset, and even in some cases cloudy days. Food distribution centers were established within the new census areas which lacked grocery stores. Cities and towns suspected insurgent strongholds were denied distribution centers and curfews there were round-the-clock. The Russians also increased security at checkpoints with suspected insurgents or sympathizers being detained or shot. The Russians stopped vehicles very often with the occupants questioned as to their activities, their windshield and windows smashed if tinted, and fuel level checked to ensure the quarter full restriction was followed. The Russians also frequently bombed locations where partisan bases were believed to be hidden including population centers resulting in significant collateral damage. The worse such attack happened in late 2015 when General Surovikin declared Seattle to be in a state of open insurrection and ordered heavy aerial, artillery, and missile bombardment which nearly destroyed the city and led to the deaths of at least 50,000 Americans. This act led to the assassination of General Surovikin by a partisan sniper in his office at Astoria City Hall. His second-in-command General Serdyukov assumed command of the occupation and one of his first orders being the arrest or elimination of all suspected insurgents and their families in Astoria. An additional motorized infantry regiment was moved into the city to support this operation.

San Francisco Occupation[]

San Francisco was occupied by May 2016 by Russian troops and A.F.P.R. militia following a multi-month siege which left over a million dead. The city was placed under full lockdown with a total round-the-clock curfew in place. As many as 100,000 citizens were rounded up and deported to filtration camps and remote cities in Alaska and Siberia. President Lokteff announced a plan to purge any and all liberal elements and LGBTQ influence from San Francisco culture.
