The Anti-Piracy League (APL) is a multi-national organization from Europe dedicated to the eradication of piracy in the coasts of its member nations. Piracy has become a major issue in Europe and provided a basis for the organization. Piracy reached an extreme in Europe; to the point of war between two nations for one country's inability to combat piracy. The League requires member nations to volunteer a (very) small portion of its navy each year to form the APL Navy, which is solely for annihialating pirates. The APL Navy patrols the coasts of member nations and, if it has them, colonies.
APL Governement[]
The APL has two very basic components: The Board and the General Assembly (the rest of the nations).
The League does not promote any sort of relations between countries at all, it is solely for combatting piracy (meaning nations with not-so-good relations can be in the League). If you'd like to do so, go ahead. However, this is not the UN. Come on, people. It's the 16th century!
The Board[]
The Board carries out executive decisions.
The Board will indefinitely run the League until an electorate of member states is formed.

The General Assembly carries out its yearly duties as regulated/dictated by the Board

If two-thirds of the Board Members disagree with membership, that country's application is denied. Furthermore, a country cannot apply again until after a new chair-country is elected.

APL Politics[]
The Anti-Piracy League hosts elections every five years, which is the length of the term of the country who occupies the Chair position. After five years, the Chair must step down into the General Assembly; the term for other Board members expires at the same time as the Chair's term ends. However, unlike the Chair, the Board members are allowed to be reelected TWICE consecutively. If they wish to do so, they may run for the Chair position but cannot run for their Board position. Run-off voting may occur for the Chair and Board positions between the two highest ranking candidates. Run-off votes will occur only if a candidate hasn't achieved a majority. In the event of a tie for the Chair position, the Board-- excluding the current Chair-- will decide the winner. In the event of a tie for a Board position, the Board-- including the current Chair-- will decide the winner.
