With a 0,08% difference from the popular vote, FHC ended up winning for the second time against Luiz Inácio Lula da Silva.
Luiz Inácio Lula da Silva, of the Workers' Party (PT), a former union leader and federal deputy for São Paulo, ran for president for the fourth time. Lula had lost the presidential elections of 1989, 1994 and 1998, being defeated by Cardoso in the last election (1994).

Backroud[]
Toucan congress[]
After FHC's victory in 1998, the PSDB ended up gaining a lot of space on the bench at the concert. Being the second party with more seats by the chamber of deputies and senate, behind the MDB. The PSDB ended up making several alliances with small center-right parties with seats in the government, which made the party earn money in the electoral fund, in addition to boosting the benches from 70 to 91.
Despite the political victories, the government had to impose measures to cool down domestic demand and balance the trade balance, which ended up causing unemployment to grow and the economy showing signs of recession. The areas of health, education and agrarian reform also suffered major crises.
French Guiana invasion[]
In 2001, the FHC government ended up invading French Guiana due to its influence in the country. In addition to the great refuge from the region to Amapá. The attack was by surprise, led by the minister of armed forces. 2 days later the French government received the news, and on August 19, 2001, the government tried to reverse the attack until January 2002 when they ended up making a treaty that French Guiana would be from Brazil.
The invasion was considered ''unnecessary'' and ''immoral'', the UN not interfering in the country to cause problems .President FHC said the invasion was ''effective'' for growth in Guyana''. FHC also says that the government would invest in the ''region for all Guyanese''.
PSDB nomination[]
From the beginning, FHC was undoubtedly the favorite of the only candidate in the primaries. José Serra had an interest, but he ended up competing in his state's elections. Fernando Henrique Cardoso ended up not campaigning much because he was the only candidate in the primaries.
FHC ended up winning 665 million popular votes, equivalent to 100% of the valid votes. Being the first single candidate elected in the party primaries. Marco Maciel ended up continuing the vice of FHC in a small vote where he won with 99% of the valid votes.
PT nomination[]
After 3 consecutive defeats, Luiz Inácio Lula da Silva (Lula) competed for the fourth time in the 2002 primary election by the Party. Unlike past primaries, squid was disputed by Paulo Bernardo. The PT ended up becoming the biggest opposition for the FHC government, which made Lula a great political figure in Brazil. Although squid is at the forefront of polls in the primaries, he ended up doing quite a bit of electioneering.
In the results, Lula ended up winning with 1.5 million votes, getting practically 89.4% of the valid votes, while Paulo Bernando got 10.6% of the votes. Lula ended up winning easily. 19 days later, lula summoned again, Leonel Brizola as his deputy, which made Brizola announce the end of PDT with the union with PT.
Result[]
In the First Round, incumbent President Fernando Henrique Cardoso ended up in first with 40% of the votes, while the second-placed Luiz Inácio Lula da Silva got 33% of the votes. Both candidates did not obtain more than 50%, which made the two candidates go to the second round.
In the second round, both saw it as a favorite, practically splitting the polls. Although FHC's popularity is low, he was still considered a favorite due to the Guyana war in 2001.
