The tsardom of Bulgaria under tsar Boris III of the Saxe-Coburg-Gotha dynasty is a dictatorship still suffering from its defeat in the First World War and wishing for revenge - which'd have to be at the expense of its neighbors Romania, Yugoslavia, and/or Greece. Or even Turkey.
Because of its Slavic, Orthodox Christian population, the country wants to avoid a war with "Russia", that is, the Soviet Union.
