This timeline explores a possibility if Michael Pilarski was very different, and Michael was a visionary for mobile tech. This is a very challenging timeline to make and nobody will care as it deals with the internals of Microsoft. It is likely that nobody will care, since there is no war or politics involved (if you don't count the probable tribalism of Steve Ballmer that he appealed to).
This is my first timeline, so sorry for any issues, also it depends on 20-year-old Microsoft specifics, making it hard to do.
Lead-up[]
Michael Pilarski is promoted to Chief of Microsoft's Embedded Division on May 19 2001, as explained in the Michael Pilarski article. He influenced the design of Pocket PC 2000 and 2002, making it slightly more user-friendly. Michael Pilarski influences Pocket PC 2002 in other ways, like FAT32 volume support above 32GB (called FAT32X) and support for 400x240 displays.

FAT32X is a brand name for FAT32 volume support above 32GB, it was added to many versions of softwares and Windows 98 (first and second edition), Windows Me, Windows 2000, Windows NT 4.0, and the to-be Windows XP, in updates (or in the case of the to-be Windows XP, a new beta build). It was first Michael's idea, then Microsoft thought
New era for Microsoft's Mobile division.[]
Michael Pilarski has had significant influence on the Windows CE .NET 4.0 kernel, with these changes and 3 extra teams totaling around 60 people, he actually had consultations with an unnamed consultant:
Windows CE .NET 4.0 finally launched on Jan 28 2002. It's actually not that much different than it was in OTL, but it's more efficient with resources and the OSs built upon it that are going to use its capabilities more than in our timeline (Windows Mobile 2003 in our timeline used ROM even after the kernel started supporting NOR and NAND flash at a time when they were becoming cheaper than ROM). These things are the start of the "New Era" for Microsoft's Mobile division.
