The Fourth Californian presidential election was held on Saturday, 5 January 2019. All 1,524 members of the federal and state parliaments of California assembled at Parliament House, Sonoma, on that date to elect the 5th President of California. In this election, the vote was split largely along party lines, as the only two candidates officially nominated for the presidency were Conservative Senator Lindsey Graham of Idaho and Liberal former Vice Chancellor Joe Biden of Ideland.

The makeup of the 2019 Federal Convention resulted in a Conservative majority, due to the party's control of many of California's state parliaments, and despite the Liberals' control of the federal parliament. However, while support for Biden's candidacy was very strong among Liberals, resulting in all 737 Liberal delegates voting for him, support for Graham was comparatively weak; 35 Conservative delegates voted for write-in candidates such as Senator Marco Rubio and former Premier of Cochimia Jeb Bush. As a result, no candidate secured a majority in the first round. After all but the top two candidates (Graham and Biden) were eliminated, 33 of the 35 delegates voted for Graham in the run-off. Senator Graham was declared the victor by incumbent President John Boehner, with a majority of 46 votes. Graham will be inaugurated as the 5th President of California on 20 January 2019.
