The former government of the First Republic of China declared martial law as numerous Northeastern provinces seceded to form the Greater Ch'ing Empire. The Central Government of the Republic of China set up numerous military generals and officials to lead the Republican country against the Manchu government. As a result, Sung Chiao-Jen and Sun Yat-Sen announced the transformation of the weak Republic into a military government until peace and tranquility come at last.
