A city-state is a state the area of which is effectively confined to a city and its immediate hinterland. More common in the past (eg Ancient Greece, some components of the Holy Roman Empire and the Hanse Towns).
Modern examples in OTL are limited - the Vatican City and Singapore are the most noted. Some of the duty free areas and development zones have characteristics of city-states.
In the Statelets timeline there are more city-states and similar entities than in OTL.
