The College of Cardinals is the collection of Cardinals within the Roman Catholic Church. Each Cardinal is appointed by the pope and represents the upper echelon of the Catholic Church. The College is responsible for selecting the next pope whenever the incumbent dies or decides to resign.
Rules for Players[]
For more player involvement, each player will be able to decide the vote of his or her respective Cardinal. If you do not sign off in the section below before the next turn after the Papal death it will be assumed that you are not interested in voting and your votes will go to Reximus. NPC votes also go to Reximus.
Since the reform of Leo X in his 1506 Bull Ecclesiam Cardinalibus, in order to be elected pope, only a simple majority must be obtained. As there are 15 Cardinals, there must be a vote of eight in order to become pope. Cardinals are allowed to vote for themselves, but it is discouraged.
Per the 1762 Lateran V Council, the election of a non-Latin Rite pope must be succeeded by the election of two Latin Rite popes.
In 1771, Pope Innocent IX issued the Bull Cardinalibus Novus increasing the number of cardinals to 21, thereby raising the number required for a majority to 11.

A surprise at the College of Cardinals! Cardinal Orsini tries to convince his fellow Cardinals that the men of the non-Latin Rite should also be eligible for the papacy. He seeks the support of the Cardinals from the Bulgarian, Northern, and Greek Rites. -scraw
Papal States: The two States Cardinals are willing to accept the idea, but point out that as the Patriarch of the West and the bishop of a Latin-Rite diocese, the Papacy is a Latin-Rite position, meaning that were a non-Latin to be raised to the Holy See, he would have to be proficient in the Latin-Rite rubrics. They both vote for Rotherham.

Before the vote begins, the Papal electors, both connected to the conservative Angelicum faction, extol the virtues of Archbishop Baldrich of Cologne, the "Hammer of the Heretics", known for his orthodoxy, but also for his good relations with the Northern Rite.

Cologne: Archbishop Baldrich of Cologne is honoured with the votes of the Papal electors, and in turn votes for himself. Avignon Conclave, 1748[]
Proposed by the Coptic Bishops due to a lack of representation of the African Rite, the Western European Churches organized a revised conclave in 1748 to elect a new pope, declaring the Ecumenical Patriarch to be antipope. The main motivation behind the move was in reaction to the Ecumenical Patriarch, claimed as head of the long separated Orthodox Church, being made head of the Catholic Apostolic Church. This reactionist movement caught on the original porposal by the African Rite to organize the Avingon election in 1748.

The Archbishop of Paris, and leader of the reactionary movement in the church, the Cardinal Borja enters the race as a candidate and votes for himself.
The pope sends a legate to the so-called 'Conclave', who explains to all how wrong they are. Firstly, as the Copts were informed in 1744, they did not get a Cardinal because, as far as we knew, the Copts had not signed the decrees of the Council of Alexandria, and were thus not fully reunified. Indeed, at Alexandria, the Copts said they would wait for a while before they fully reunified. The moment the Copts sign the derees and reunify, they will gain a seat in the College of Cardinals. Secondly, to the schismatic Western Europeans, the Legate informs them that if they had had issues about the reunification of East with West, they should have raised them at the Council of Alexandria. It is not unheard-of to have non-Latins being elected pope: Gregory XII was elected in 1546 and was from the Northern Rite. This Patriarch, who campaigned strongly at the Council for the reunification of Christendom, is a perfect candidate to strengthen the unity which Christ himself prayed for: that there may be one flock under one shepherd. The Legate (who is a Latin, BTW), then calls on the rebel Cardinals to back down from their schism and work for unity. The Copts are urged to sign on to the decrees of the Council of Alexandria and thereby fully reunify with the universal Church. Additionally, the Archbishop of Paris is a hypocrite, since he voted for the Patriarch of the East, which was also long-separated and non-Latin.

With the death of Pope Urban VIII, the longest reigning pope in history, in the midst of the Great War, a papal conclave is convened. After the formal opening proceedings are concluded, and the assembled cardinals and electors meet in the Sistine Chapel, Archimede Baldassari, the Latin Patriarch, makes the following statement:
- "Fellow Cardinals, we all mourn the loss of Pope Urban VIII, who was an influential figure throughout his 36 year pontificate. I was honored to have worked alongside him during his time on this earth, and know just how important the doctrines of peace and faith were to him. Now, war rages across the world - with no apparent end in sight. As the spiritual caretakers of this world, we must act decisively in a way that promotes peace, not war; promotes grace, not caprice. To that end, may God give us counsel and wisdom in this process."
The Vicar-General of Rome then cast his ballot for Baldassari, followed by the Archbishops of Venice and Naples.
The Archbishop of Sint Jan and the Bishop of Harrisburg both vote for the Archbishop of Bruseels.
The Patriarch of Northern Rites votes for himself, reflecting a growing meritocratic (proto-"utilitarian") attitude. After witnessing the religious divisions of the world lately, wishes for the Catholic church to acknowledge or represent other major deviations of Christianity in the name of unity. But still promotes Baldassari as the alternate choice.
