The Committee of Safety (German: Reichssicherheitsausschuss) controlled, de jure, the territory of the German Empire after the abdication of Emperor Wilhelm I on 18 July. Officially, it is the government of the Empire, although de facto control was split between it and the Commune of Hamburg, led by Reiner Frank.
