Since time immemorial, the Indian Ocean has served as a conduit of trade for all who line its vast shores. The Bahmani Crown now possesses not only control over these ancient routes, but also many goods desirable to other powers-spices, coir, and diamonds, among others. Any nation may sign this compact, providing they have had contact with the Bahmani Crown or any of its vassals.

Basis of Compact[]

For nations to participate in the spice, coir, or diamond trade, they must agree to the following:

  • Not to declare war on the Bahmani Sultanate or any of its vassals.
  • The right of the Bahmani Crown to amend these terms without consultation temporarily, if required by some emergency, and to institute whatever measures it deems necessary to expedite the end of said emergency.
  • Not to ask for extradition for any smuggler or criminal of their nation caught in the lands of the Bahmani Crown, and agree to let Bahmani authorities decide their fate.
  • Recognition of all other signatories' rights.
  • Only to move significant military force through Bahmani waters with the express permission of the Bahmani Crown.
  • A special tariff system, gradated as follows:
    • Tier I: 2% (Swahilis only)
    • Tier II: 3% (Delhi, Bengal, and their vassals) [Muslim Allies]
    • Tier III: 3.5% (Gurkanis and Trezibond) [Close (Muslim) relations]
    • Tier IV: 4% (All other Muslim nations)
    • Tier V: 4.5% (Khmer, Taungoo but only with Pegu) [Close non-Muslim nations]
    • Tier VI: 5% (All other signatories)
    • Tier VII: 7% (Non-signatories)
    • Tier VIII: 10% (Majapahit) [Enemies of the Bahmanis]
    • A nation may change tiers, but only if the Bahmani Crown approves it.

In exchange the Bahmani Crown will guarantee:

  • The safety of all merchant vessels and merchants within its territories, within the realm of possibility.
  • Docking privileges for merchant vessels at any of its ports, and perhaps a limited number of warships. (This will have to be asked for individually)
  • Not to interfere with the rights already given to the Khmer, the Swahilis, the Koreans, or China in previous agreements.

Kingdom of Oman[]

The Kingdom of Oman agrees to the terms set out by the Bahmani Crown.

  • Additionally, we would like a report of the number ships in the Bahmani navy, to be assured of their ability to protect our merchants.
  • As of 1503, 440 (not counting the fleets of Pegu or the Maldives).
  • The Kingdom of Oman will have the Tier IV tariff level.

Khmer[]

Khmer agrees to the terms set out by the Bahmani Crown.

  • Currently, Khmer is being taxed at Tier V, though co spidering the long history of existing trade between our two nations, we request a promotion to either Tier IV or Tier III.
  • The Bahmani Crown decides not to grant such privileges at this time, but decides that tier V taxation will apply to all Bahmani lands, not just Pegu as before. (OOC: So a middle option).
