The Constitutional Court is the highest constitutional authority in the Indochinese Union. It was established by the 1991 Constitution to ensure that constitutional principles and rules are upheld. The Constitutional Court is the apex court in the Indochinese judicial system, with general jurisdiction.
The Court sits in the Palace of the Constitution in Nanking. The Constitutional Court consists of eleven judges who are appointed by the President of the Union from a list drawn up by the independent non-partisan Judicial Service Commission. The judges serve for a term of twelve years. The Court is headed by the Chief Justice and the Deputy Chief Justice. The Constitution requires that a matter before the Court be heard by at least eight judges. In practice, all eleven judges hear almost every case. Decisions are reached by a majority and written reasons are given. Justices of the Constitutional Court are referred to as Les Sages ("The Wise") in the media and the general public.
