The Continental Assembly (Russian: Континентальное Собрание, Kontinyental'noye Sobraniye) is the legislative branch of the United Governorates of Bellinsgauzenia. The bicameral legislature consists of the State Duma (lower house) and the Senate (upper house), each having equal powers. Bellinsgauzenia is a two-party dominated state, with the Constitution Party (center-right) and the Progressive Party (center-left) holding dominant say in both houses. Minority parties do have some say in both houses. These parties include the Continental Party, the Green Party, and the New National Party.
The Senate (Russian: Сенат, Senat) is the upper house of the Continental Assembly. The house is comprised of 77 senators who are appointed by their respective legislatures (as opposed to being democratically elected). Each governorate is allowed seven senators each, the Federal District is allowed three, with the remaining four representing the "lost territories of Russian Antarctica" (Krannkush, New Vestfold, the Ross Dependency, and Yuzhnaya Zemlya). The later are mostly ceremonial, requested by the President and confirmed by the State Duma. Each senator is allowed to serve an unlimited amount of six-year terms (with a third of the Senate being up for re-election every two years).
Because each senator is appointed by the gubernatorial legislatures, it is common that the ruling political parties appoint the own members to these seats. As part of the 43rd Continental Assembly (2013-2015), the Progressive Party holds the majority and the Constitution Party holds the opposition. The Continental Party, the Green Party, and the New National Party each have a few seats, but not enough to really change the balance between the two-party system.
The State Duma (Russian: Государственная Дума, Gosudarstvyennaya Duma) is the lower house of the Continental Assembly. The house consists of 225 deputies who are democratically elected by the citizens of Bellinsgauzenia. Each governorate receives a specific number of deputies, with each governorate being divided into single-member constituencies of equal population. Each member may serve an unlimited amount of two-year terms.
As of the 43rd Continental Assembly (2013-2015), a coalition between the Progressive Party and the Green Party hold the majority. The Constitution Party, the Continental Party, and the New National Party form the opposition (with the former having the largest number of deputies based on political party).
