The Council of States (Portuguese: Conselho de Estados), is a legislative advisory body. Considered a second chamber existing beside the Consulate, it represents the direct interests of the thirty-three states of Brazil, and the Federal Government, and it is the only body that has no direct elections. Its membership may comprise non-partisan members, leaders of governmental organizations, and delegates being appointed by state governors, state legislatures, and the President. The body makes Brazil one of the few countries with a tricameral legislature.
The Consulate currently comprises 41 seats, 40 consuls are directly elected. Trindade has one consul elected by the people (generally called the Popular Consul) and another consul appointed by the president, generally the Grand Consul (the Titular Consul). Although it is only an two-year term, it has unlimited re-elections to the Consuls. The term of the Grand Consul is two years during the presidential office, with the possibility of the President reappoint the Consul. The current Grand Consul is Ciro Gomes (PTB), sworn on 5 January 2019.
The existence of the Federal Consulate is an early example of the dual executive system used in Brazil by using the President-parliamentary system mixed with the characteristics of a presidential system, since the President is the head of state, while the Grand Consul is the head of government, appointed by the Consulate, and coordinates the functions of the ministers appointed by the President.
