In the year 1861, Tsar Alexander II of Russia issued the Manifest ob Otmene Krepostnogo Prava of 1861. The Emancipation Manifesto, as it came to be known, proclaimed the freedom of all Russian peasants from serfdom and virtual slavery to their aristocratic masters. Halfway across the world, the opposite transpired when seven American states seceded and thereafter united to form the Confederate States of America — a federation committed to the protection of slavery — sparking the American Civil War just two months later.
You now sit at the helm of one of the world's numerous nation-states or colonies, and it is up to you to decide the fate of your country. How will you face the impending slave crisis? How will you deal with freedom of the peasantry? How will you respond to the great Emancipation?

The Chinese population once again begin to protest against the total incompetence of their government, citing their inability to maintain control of Chinese territories. The ideas of socialism begin to spread in China, and a new movement known as the Socialist Front begins to take shape.
In Germany, the North and South continue to clash. While the South has larger numbers, the North has more technology.
The uprising in Ireland has been put down by the British army, and the leaders of the Republic are arrested. Britain turns its attention to Europe, declaring its support for the Protestant north and once again deploying 50,000 soldiers to Germany.
Nebraska and Illinois fall to the Confederacy, while Montana and the Dakotas are occupied by Canada.
Königsberg falls to the South German armies marching through Poland, taking the city. Morale in the German Empire is lowered by the loss of the city.
Belgium falls overwhelmed by the advancing Dutch and French forces. King Leopold II manages to escape to his colony in Africa.
Korean economy has taken a huge hit by loaning a huge sum of money to fund the Hawaiian pineapple industry, with extremely high interest rates. Even with huge taxes, Korea is unable to make the first repayment, effectively going bankrupt, although Korean government insists that they are not bankrupt, fearing further damage in the Korean economy.

Westralia: The term of the last Parliament and the last of Frederick Mayweather's Prime Ministership comes to an end as the PM may only serve two terms simultaneously. The 1875 Congressional Elections are held this year, to elect the 1st Royal Congress. 100 seats in the National Assembly and 50 in the Senate are available. A preferential voting system is utilised, and decreed that a party must secure at least 2% of the vote to win a seat. The Democratic Labour Party (Demlab in shorthand), on its platform of improving income equality, wins 62 of the seats in the National Assembly, and 28 in the Senate, thus becoming the largest party in Congress. The National Unity Party, declaring an ideology of liberal conservatism, becomes the second-largest party with 28 seats in the National Assembly and ten in the Senate. Other parties include the Christian Democratic Union (3, 2), Westralian Socialist Party (3, 5), National Miners' Party (2, 3), and the National Agrarian Party (2, 2). A few days later the two largest parties, the DLP and NUP, put forth their candidate for Prime Minister. The Ministerial candidate must be an MNA (Member of the National Assembly), and is chosen by each party's central organ. A first-past-the-post system is used for the Ministerial elections, through popular vote. The DLP's candidate, Harold Symons, wins 73% of the vote, while his NUP opponent Paul Arlyn, 1st Earl Arlyn, wins only 27%. Symons is therefore to be inaugurated as the second Prime Minister of Westralia in July, and the Earl Arlyn becomes Leader of the Opposition. In other news, the new currency, the Sovereign, is introduced into circulation. Our invasion of Hong Kong goes smoothly, and Westralian flags are raised all around the island as our forces occupy Hong Kong. We continue our efforts to evacuate Christians from China, and open up Hong Kong as a safe haven for Christians. Outgoing Prime Minister Frederick Mayweather is rewarded for his efforts by the King, who decides to knight him, inducting him into the Most Excellent and Noble Order of the Black Swan, as its first knight. Sir Frederick Mayweather, a non-partisan, chooses to retire from politics, instead devoting his time to the wine-fields of Alexandria.
German Empire (North Germany): The invasion of our southern neighbor continues. Meanwhile, the government secured a bid from the arms company Walther to produce arms like rifles and pistols. We also welcome the British aid for us, and planned a joint Anglo-Imperial naval bombardment of our southern neighbor's Adriatic coastline and land troops there, too. We also ask Italy to use this as an opportunity to snatch Italian-speaking regions of the south. Meanwhile, the Labor League hopes to use the war and turn it to a socialist revolution by recruiting some of the ethnic minorities oppressed by the South, but still Frank elects to cooperate with government in the meantime.

Guiana Federation: The infrastructure and military is continue to improve. Some roads are looking to be almost complete in various cities and towns in our nation, besides there's more to come. Military looks to be not taking too many risks of recruiting many more troops in the military of Guiana Federation, it seems that the military looks to recruit 100-200 troops. Military is not seeking to take a development of a new weapon. As it stands, there's nothing to discuss. The port at the coast of Georgetown, seems that some of the ships look to be built and it might take a few years to complete its construction.
South German Empire: Emperor Franz Joseph I declares that it can only be one Germany, so it shall be ours. Our 200.000 troops in Königsberg, after securing East Prussia, cross Poland again and attack North Germany heading for Berlin. Steyr-Daimler-Puch has grown immensely, due to our huge orders of rifles and other weapons and continues to be an innovative weapons manufacturer, while supplying many of our needs in military equipment and ammo. Krupp and Steyr-Daimler-Puch are competing for government contracts for war material, which augment their growth and quality. Development of our nation continues, improving our infrastructure and our industry. We continue centralizing the South German Empire.
South German Diplomacy: We ask our ally Denmark to join the war against Northern Germany as they are as much of a threat to them as they are to us. We also ask Netherlands to blockade the Northern Germans as they are as much of a threat to them as they are to us. We ask France and Russia for further support.
French Secret Diplomacy: We'll keep sending supplies to our National Guard soldiers, and another 20,000 have "volunteered".
Hawaii: Our military and infrastructure improve. Modernization of Honolulu continues, and our settlements grow. Cultivation of guavas by the Lana'i Pineapple Co. has been working, and may save the company given expansion and time. To save their economy, we strongly advise Korea to pull out of the pineapple industry, and invest in our pearl, fishing, tourism (too early for tourism?), and perhaps our early guava industry; we will place subsidations on any trade products to help their economy recover. We ask Bora Bora, Huahine, Samoa, Raiatea, Tu'i Tonga, and Fiji to join a Pacific defensive coalition, to better defend ourselves from foreign colonialism. (MOD RESPONSES REQUIRED)

Confederate States of America: We continue our war with America. We tell France that we would support Quebecois independence only if Canada, our ally, would also be willing to recognize it. The current President is Augustus Hill Garland, who in the wake of the war, establishes a centralized and functional Supreme Court, and refuses to suspend Habeas Corpus. Furthermore, he diverts some federal money to the construction of schools and infrastructure. We place our primary focus on military, and our secondary focus on Commerce. Garland attempts to slightly increase the role of the federal government. Learning from the Civil War, we move our capital south to the city of Augusta, Georgia. Though it is a small city, it is perfectly located in the center of the country, is on the border between two states, and is difficult to reach militarily. With Illinois and Nebraska under our control, we assign Simon Bolivar Buckner as military governor of Illinois, and Edmund Kirby Smith as military governor of Nebraska. Garland improves the size of the navy, and constructs a West Point-style army school in Charlottesville, Virginia, and creates a similar naval school in Pensacola, Florida.
MOD: Canada reluctantly recognizes Quebecois independence. But asks Quebec/France in return to support them in the war against the USA as the USA are a threat both to Canada and Quebec.
French Diplomacy: We accept Canadian/CSA terms, and we start an invasion of the USA through California, with the 40,000 regular French troops in Mexico, supported by the Mexican army. We request that California is reincorporated to Mexico, as it was prior to 1848. We propose a Conference to be held in Augusta to decide the boundaries of North America after the war ends, and define the border of Quebec.
Kingdom of the Netherlands: We continue expanding our economy, and industrialize more. We expand 10 px into Africa northward and 10 px into Borneo on the eastern coast. We begin turning Zanzibar into our colony. We propose a peace to Leopold II of Belgium, if he gives us the entirety of Flanders. We begin influencing Griqualand West, supporting the diamond mines in Kimberley and recognizing the Griqua as a nation. We invite the leaders of South Germany, France, Spain, Italy, Greece, the United Kingdom, Jutland, Russia and the German Empire to the wedding of the Prince of Orange Willem and Grand Duchess Maria in Amsterdam. (MOD needed for Spain, Italy and the UK).
South African Dip: We refuse the entrance of the Netherlands into Griqualand West as South Africa has had miners in there since 1870. Troops move into Griqualand West to protect South African intrests.
OOC Netherlands: OTL is not appliable, since Southern Africa changed so much. Thus, you have nothing to claim or do.
OOC South Africa: When no mod events have been mentioned and it is something with the magnitude of that as well as something that would pretty much have no difference based on ATL the time period (Diamond mines are going to be established) OTL is assumed.
French Diplomacy: Napoleon IV and his wife will attend the wedding, and also enjoys the situation to offer the remaining of Belgium, if they agree to the Dutch peace offer, to join France as an autonomous province, with the Royal Family keeping its status and opening the port of Calais to be used as a base of operations, should they still wish any colonizing efforts, although those will be French colonies, under Belgium administration. The Emperor also stated his wishes for the South African-Dutch disputes to come to a peaceful conclusion, since both share an historical bound, although stating he is currently inclined to support the Boers in the current dispute.

Peru: We send 25,000 troops to the Ecuadorian border and ask Colombia to discuss the situation. We also ask the Dutch for a trade agrement and we start to modernise our nation. We also send 750 people to Easter Island along with 250 troops. We ask Colombia for an alliance.
Dutch Diplomacy: We agree and establish the Batavia - Lima sea route.
Bora Bora: We continue to fund our plantations and fishing companies while adopting western techniques. We attempt mining on Raiatea. We also start a colony in the Cook Islands.
MOD: Small pacific islands cannot have colonies. You can only expand there.
France: The heir to the throne is baptized, and is now fully incorporated into the Roman Catholic religion. Napoleon IV, in his speech for the opening of the Parliament, has again renewed his commitment to the war effort against the xenophobic China, and so keep suppling the troops and navy stationed there. Empress-Mother Eugénie, in the name of the Emperor, inaugurates the Naval Base in Tahiti, with around 2,500 regular soldiers currently stationed and training under rigorous conditions. Empress Giselagoes to the former Franz Joseph Island, in the Patagonian coast, were a small, yet pompous, ceremony takes place, renaming the Island “Empress Gisela”. Since she is the daughter of Franz Joseph, the local residents cheers her presence, and the government announces that the place will be a free-trade port for all French allies in America. Also a military base, with around 2500 regular soldiers, and a new summer residence for the monarchy, to be named “Ville Gisela”, are going to be built in the island, hoping to heat the local economy. The Emperor has sent a letter, stating his wish for Mexico to join the North American conflict, allowing the French troops in the area, around 40,000 regular soldiers, to be used in the effort together with the Mexican regular troops. Maximilian agrees and starts an invasion across California. The Parliament has approved a modernization of the Navy, which will follow the standards requested by the officers that defected from the UK. As such, some heavy and light ships are going to be decommissioned. The Emperor has offered to sell those ships to any allied nation. If none request them, they’ll be scrapped. The company for infrastructure investments has made some success in renovating the railway system in France, and seeks to establish some infrastructure across the whole French Empire. From the 40,000 troops in Indochina, 30,000 keep seeking Christian missionaries in China and send them either to the catholic safe heaven in Hanoi or to the Westralian safe heaven in Hong Kong. The remaining 10,000 are sent to occupy and establish basic roads around the recently purchased Laos, after the agreement with the King of Siam. The Emperor, as per constitutional duties, announces the call for elections for the second half of this year, making the first scheduled elections since the new constitution was approved in 1871. For making a more liberal campaign, the Emperor has approved a new law establishing full liberty of expression, including for criticism against His Imperial Majesty himself. The law proposed by the Chamber of Deputies including women in the universal voting has been paralyzed, as the Senate refuses to vote the bill. There has been small, yet well noticed by the local press and the Emperor, protest against the position of the upper house. The Emperor has sent a letter congratulating his relative for having being well received in Quebec, and has sent supplies and financial aid for him to build himself a Royal Palace. When the conflict with the USA ends, Napoleon IV confirms his presence in a Quebecois coronation ceremony.

Toucouleur Empire: After seeing the Belgian king flee to his colony in Africa and as we have sworn to help their nation, we dispatch around 10,000 troops to his colony. If anyone nation attack his city, they will be facing the full might of the Toucouleur Empire and our allies. We construct the Fortifications of New Bruxelles to help out in any defence that may be needed. The school system expansion grinds to a standstill as the majority of the cities now have a relatively large amount of schools. We make sure that any european colonization is stalled or destroyed.
Jutland: Seeing we cannot conduct our invasion of New brussels due to the Prussian Threat at our Doorsteps. We withdraw our invasion force and place 15,000 men in Ny Kiel to Protect it. We mobilize 30,000 troops in Saxe-Lauenburg and Holstein-Schleswig to Protect them. We declare war on the German Empire in protection of our ally the South German Empire. We begin conscription with propaganda to gain public support stating that the Prussian Oppressors will destroy us if we don't act now. We send an Army of 90,000 men to invade the German Empire's West coast. We conduct a blockade of all german ports with our entire fleet sending 200 ships to blockade them. At home public support is high due to the Previous Prussian-Austro War. We expand our colony of Ny kiel 15 px east inward. Our navy increases by 15 ships, five warships and ten iron-clad ships. We begin to pressure the dutch to join the war in order to protect our two countries. Industralization continues in Saxe-Lauenburg.

The United States, badly carved up from the Second North American War, sues for peace. The unprovoked attack upon its sovereign territory is seen as a war crime by Union Americans, but the Government in Washington, wishing to prevent further bloodshed, is willing to enter negotiations with the Coalition.
The Chinese government collapses as a new revolution begins in Nanking. Working in the background of this revolt is the Socialist Front, led by Chiang Ke-ch'iang. The angry revolutionaries, though disorganised, manage to topple the Republican government. The Socialist Front then seizes the opportunity and proclaims the foundation of the Chinese Socialist Republic, and the self-proclaimed President Chiang calls for an immediate "democratic peace".
With overwhelming international support in favour of South Germany, the tide of the war begins to turn against Berlin. South German troops overrun Northern borderlands. The North German Empire is surrounded by enemies, and the chaos rampant there causes an increase in socialist activity.
Patagonia: On the 12 August, King Antoine I died in a hunting accident at the age of 50 years old after 15 years of reign. His funeral will be open to the population and a national day is ordered. Many noblemen and tribe Mapuche tribe leaders attempt the ceremony. His nephew, Prince Adrien-Jean de Tounens, is crowned the following month under the name of Jean I of Patagonia, being 31 years old at the time. His son, Vincent-Antoine de Tounens, became the crown prince at the age of 3. The Secretary of State Heiner von Kermann organize the whole ceremony. However, new division begin to appear between the new King and the Secretary of State. Foreign rulers and heads of state are invited to both funerals and crowning ceremony.
Westralian Diplomacy: Our new Prime Minister, Harold Symons, engages in his first state visit, travelling to Patagonia to pay his respects for their deceased King, and to witness the coronation and represent the Westralian people at the coronation of Jean I. He presents a gift of 1870 Stirling Wine to the newly-crowned King.
Hawaiian Diplomacy: Queen Ka'ahumanu IV will try to attend both ceremonies.
New Bruxelles Diplomacy: King Leopold II and his family will try to attend both ceremonies, although it is a difficult time at the moment.
Peruvian Diplomacy: We ask if we can send an advisor at the funeral for your king.
Patagonian Dip: Yes you can. It is not limited to monarchy (one of our best friends is Argentina, which is a republic).
French Diplomacy: The Empress-Mother Eugénie (representing His Imperial Majesty, the Emperor), accompanied by the Foreign Affairs Minister, will attend the funeral and the crowning. Flags at the nearby Empress Gisela Island will be lowered to half mast for mourning during four days.
Peru: We still modernise or nation and army we also ask the French for some advisors and we also ask Colombia to talk with us for a treaty dealing how we will interact with Ecuador.
French Diplomacy: The government will send military advisors, that will be stationed in Empress Gisela Island and help training the Peruvian army.
Westralia: We now have firm control over Hong Kong, and proclaim the establishment of the Royal Swan Territory of Hong Kong. The first Governor, representative of the King and his Government, is General Edmund Holden, the commander of Westralian forces in China. Flags all over the country are lowered to half mast to mourn the death of Patagonia's King Antoine I.
Hawaii: Our military and infrastructure improve, and modernization of Honolulu continues while our setlements continue to grow. The Prime Minister announces the Commonwealth's new plan to settle and develop Johnston Atoll, with the new town of Kamamalu (named after the queen's non-royal name), a guava (maybe pineapple) plantation, and a military fort; the settlers set sail for the atoll a few months later. To make our defensive coalition formal, we have all participants sign the Honolulu Pact in Honolulu (respectively). As our pineapple industries continue to decline, we invest in our other industries; we learn from the pineapple industry to not depend on a single industry, even the emerging guava cultivation. In other news, Princess Ka'ahumanu V celebrates her 8th birthday as plans for Prince Kamehameha VI's 10th birthday begin.

New Bruxelles: We hesitantly agree to the Dutch offer, but we do ask if any of the civilians in Flanders wish to return Wallonia or New Bruxelles be allowed to do so. Now that the King is relocated to the colony, the government of the colony vastly improves, with the largest city, Hulzen, being declared the new capital. Work immediately shifts to more industrializing of New Brussels, as well as expanding the territory by another 5 px. We declare neutrality in the European conflicts, as we are unable to provide any aid in them. We thank the Toucouleur Empire for their aid, and promise to pay the nation back for their valuable aid. As the majority of Belgian territory is now located in the colony of New Bruxelles, as well as the Royal family having moved there, King Leopold II announces that the Kingdom of Belgium will now be known as the Kingdom of New Bruxelles.
North German Empire: With the tide of the war turning, popular satisfaction in the government begins to drop. Skyrocketing prices of wheat and potatoes, coupled with worsening labor conditions due to overstretching of the industries, begin to bellow unrest across the country. On July 8, the unpopular government, led by Chancellor Leo von Caprivi was ousted by a military coup led by Generalfeldmarschall Erwin Renner. Meanwhile, the Labor League, begins to set up revolutionary municipal councils, the most influential one being the Commune of Hamburg, led by Renier Frank, himself the leader of the League, in opposition to Renner's Commitee of Safety. The Kaiser was forced to flee to Sweden, then later to London on August 23.
MOD: The Kaiser's son, Frederick, is installed as the new Emperor by General Renner.
North Germany OOC: General Renner is basically playing the role of Kerensky in OTL Russia. Plus the Kaiser's family went with him. And my intentions of the Commitee of Safety is a provisional government, the throne is vacant.

Great Korean Empire:' With the Chinese government collapsing, we initiate a vast invasion of the resource-rich region of Manchuria to fuel further industrial expansion. Korean troops are ordered to loot major cities and seize any capital, whether financial or physical, and send them to Korea so more funds could be allocated to our modernisation programs. The government funds Chinese dissent among ethnic minorities to further loosen the already tenuous Chinese presence in Manchuria. The Emperor sends a diplomat to Japan, suggesting gradual unification as a bi-monarchy empire in order to pool our resources together to modernisation and domination of the Western Pacific trade routes and sea lanes. The terms are vague, and any terms could be discussed and revised. As part of our modernisation program, the industry, education, Westernisation and naval development continues to be heavily prioritised. The government of Korea decides withdraws all foreign investment and diverts as much capital as possible to privately owned export-oriented "national champions" that specialise in the secondary sector as a way to maintain Korea's industrial superiority over other oriental countries. The industrial output and the amount of essential infrastructure – such as paved roads, railway, canals, factories, schools, libraries, and residential buildings, continues to increase exponentially. Westernisation continues, with Western attire and architecture becoming more and more common.
South German Diplomacy: We loan $3 million ($65.37 million in current prices) to our ally to solve the economic problem, while we invest $2 million ($43.58 million in current prices) to support the Korean economy (a total of $108.95 million).
Japanese Diplomacy: After reviewing your offer we will accept after we discuss terms.
Guiana Federation: We continue improve infrastructure and military. Military slightly recruits more troops at least 150, while that is progressing. Georgetown's population is slightly increasing, but small not big. Indeed some of the buildings can be build more in Georgetown. Also at the port, the ships are almost completed during the construction of the ships. Although there will still be more to come as it stands that there's no plans.
Kingdom of the Netherlands: We continue expanding our economy, and industrialize more. We expand 10 px into Africa northward and 10 px into Borneo on the eastern coast. We continue turning Zanzibar into our colony. We begin integrating Flanders into our country after the war. We continue influencing Griqualand West, supporting the diamond mines in Kimberley and recognizing the Griqua as a nation. We support the Jutlander blockade against North Germany, but do not officially join the war. We condemn the Hamburg Commune. We announce that Grand Duchess Maria is expecting.
Westralian Diplomacy: Stirling Palace has announced that the King is taking his young family to the Netherlands for a holiday, and to visit the King's extended family. The Queen will meet her in-laws for the first time, and the King will be introduced to the Grand Duchess. They will arrive at the beginning of next year, at which it is hoped the new Dutch royal child will have been born and will be able to meet his/her Westralian cousins. The queen's parents, Lord Oliver and Lady Frances Holloway, the 1st Earl and Countess Holloway, also tag along for the trip.
'France: Seeing the Belgium king abandoned its people, the French army starts stabilizing the Wallonia region, and a plebiscite is to be held. The locals have four options: Wallonia joins France as a regular province; Wallonia joins France as an autonomous province, with more local say on local matters; Wallonia becomes an independent nation, under personal union with France;and Wallonia becomes a protectorate of France, with a new monarch to be appointed by the Emperor. (Should a MOD decide the result or can I choose?) The Emperor calls for a meeting of the Coalition against China and the Chinese representatives, to decide on peace terms to demand from China.'Industry keeps booming in France, suppling the South Germans, the French military and many more. The 1875 elections are held, and the Bonapartist Liberal Party retains a majority in the Lower Chamber. Napoleon IV is able to convince the Senate to accept the female suffrage, and as of the signature of the law later this year, women will now vote for all available positions, although is not certain they will be able to fill any political position. The Imperial Palace has released an official statement saying that the Empress is pregnant with the second child, to be born next year. The Parliament also approved increasing the number of regular army soldiers, from the current 550,000 to 600,000. They'll be recruited shortly along the following years. Confederate States of America: We continue our war with America. United States of Colombia (OOC - I have been on a six-day vacation, I am back): Through 1874-1876, Francisco Bolivar Rey serves his very active term as President. President Rey establishes even closer relations with Ecuador and Venezuela, sponsoring Unionista marches and liberalism in all three of the states. He outlined a larger political agenda for the Liberal party, but did not get much of it accomplished. In the 1876 election, Enrique Nel Mallarino, Rey's right-hand-man, is elected with a large majority due to endorsements from Rey and most of the Liberal party. Mallarino is mostly known as a continuation of Rey, and still pursues Rey's agenda.
Colombian to Peruvian Diplomacy: President Mallarino demands the withdrawal of Peruvian troops in Ecuador with status quo ante bellum. He also states that if this demand is met that friendly relations can be established between the democracies of Colombian and Peru including a trade agreement and maybe more in the future. He says if this demand is not met then Colombia will act on its defensive pact with Ecuador stated in the Treaty of Medellin.
Peruvian Diplomacy: We will withdraw if we can get the Galapagos Islands and an alliance with Colombia and Ecuador against any attackers.

Brown for Vice President. The Confederate Party nominates Zebulon B. Vance for President and Isham G. Harris is his running mate. However, you cannot use this data to disallow Westralia's occupation of Hong Kong ATL in the 19th century. Only use stats from the current in-game time period, please. In 1876, the population of Hong Kong was about 139,100. The current Westralian population ATL is over 500,000. Please get your facts straight before doing any moderating. Thanks.

Westralia OOC: Okay, I should probably explain how my population got to 500,000. Many citizens have connections to the military. The 40 thousand or so British soldiers stationed in Westralia at the time of its independence were offered better pay and a better standard of living than if they returned to the collapsing British Empire. The Government also offered to sponsor the immigration to Westralia of their families, in order to eliminate any reason for them to return to Britain, and thus create Westralia's military force. Assuming about 30,000 of these soldiers chose to stay, and each soldier had a family of four (including himself), that would make the population jump by 120,000. Other population expansion initiatives include the Korean immigration initiative (say about another 50,000 people) from early this decade, and the Gold Rush also contributed greatly (290,000 people immigrated to Victoria during the Victorian gold rush. Seeing as WA had a far greater reserve of minerals and precious natural resources, logically more people would have come). Therefore, this would add up to more than 500,000, adding to the original population of around 20,000 in 1869.

Hawaii: Our military and infrastructure improve. Modernization of Honolulu continues, and our settlements grow. The Honolulu Pact seeks endorsement from a regional or great power, or a main Pacific power like Korea, Japan, Westralia, or Australia. We continue to invest in our guava, fishing, pearl, and tourism industries.
Hawaiian Diplomacy: We encourage Bora Bora and Japan to negotiate a split in control of the Cook Islands.
Japan Diplomacy: We will endorse this program for one year until renewing the endorsement.
Bora Bora Diplomacy: We offer to buy the Cook Islands for $10,000, and state that if Japan joins the Honolulu Pact they may continue to operate there.
Japan Diplomacy: We will let you operate there but we will keep our claims. We also only endorse the Honolulu Pact but shall remain out of it.
Hawaiian Diplomacy: We thank Japan for their endorsement and both nations for settling their differences.
New Bruxelles: After an incident where Marie Henriette, King Leopold II's wife, and Queen of Belgium, was nearly killed in an incident involving several elephants, the King orders that the majority of the creatures be ushered into farms, zoos, etc. to be watched or used to harvest ivory. Herds on the edges of the country's borders are left alone. New Bruxelles now controls a size of land roughly the size of Belgium prior to being lost. At ports along the coast, many trading and military ships are being constructed after the inability to defend against the blockades in the past war. Industrialization continues in many of the larger cities, as well as defenses and roads. Our territory is expanded by 5 px. We offer to begin trading with our previous trading partners, as we have now recovered enough to do so.
New Bruxelles Diplomacy: We offer to trade with Hawaii,the Toucouleur Empire, and the British Empire.
Hawaiian Diplomacy: We agree to resume trade, giving hope to our declining pineapple industry.
North German Empire: The Commitee of Safety, being the ruling government of the Empire, continues the war against the South and Jutland, while the Commune of Hamburg attempts a truce with everyone except the South to focus on snuffing out the Committee. Meanwhile, the Commune enacted an order suspending punitive disciplinary action by all North German officers in an attempt to cripple the Committee's forces. Some battleships later defected to the Commune; one of them was the KMS Kaiser Franz, whose crew rose up and slew their commanding officers.
Patagonia: King Jean begin to work on his plans to improve the army and the infrastructures. New roads are build, as well as new towns to help the growing population. A new recrutement is put into place to reenforce the army. The king also frequently organize celebration in his palace for the nobility. With his new Secretary of State, he write new laws that protect the nobility and affirm their rights over the "lowborns".
Peru: We withdraw from Ecuador and we modernise our nation's army and industry. We also ask Bolivia for re-unification talking to strengthen our two nations.Mod response.
Qullasuyu (Bolivia) rejects Peru's offer. The new Emperor, Tupac Amaru III, replies "Peru has failed to conquer Bolivia with steel a dozen times, so now it thinks to do so with paper. For too long have Peru's corrupt elites grown fat as their people froze and starved - but I and millions of Bolivians can no longer stand by.

South German Empire:Offensives are made against the scattered Commitee of Safety forces, but our main enemy is considered the Commune, with most of our forces fighting against them to annihilate them. Steyr-Daimler-Puch has grown immensely, due to our huge orders of rifles and other weapons and continues to be an innovative weapons manufacturer, while supplying many of our needs in military equipment and ammo. Krupp and Steyr-Daimler-Puch are competing for government contracts for war material, which augment their growth and quality. Development of our nation continues, improving our infrastructure and our industry. We continue centralizing the South German Empire.
South German Empire Diplomacy: Seeing the Northern German royal family fleeing North Germany, we offer Frederick III son of the current German Emperor, seeing that he is more cooperative than is father, shall he accept Emperor Franz Joseph I as his rightful Emperor, to install him as King of Prussia and we shall provide them with any aid required and assist them with our military as there is a far more serious threat now, Socialism and we should stop fighting each other and focus on our common enemy. MOD: Frederick III declines. He wishes for the unification of Germany under Prussian leadership, as he believes that only the liberalism he wanted to bring to Prussia could bring power to the people, and that acceptance of South Germany's offer would rip all potential power away from him and thus prevent him from ever making changes to the way Germany is ruled.
South German Diplomacy: Emperor Franz Joseph I assures that his liberal intentions are for the good of the people of Germany and proposes to make him President of a unified Germany, while gradually reforming the unified Germany into a constitutional monarchy. (MOD RESPONSES REQUIRED)
MOD: Given further clarification of the offer, Frederick III accepts, and presents the South German Emperor with a draft for the Imperial Constitution of a newly unified Germany. He, his wife and children begin the journey home to Berlin, leaving behind his father, Wilhelm I, who refuses to return to an Austrian-dominated Germany. Frederick III publicly declares his support for the anti-Communist and anti-Committee movement brewing within North Germany, which has become known as the White Army.
South German Diplomacy: Emperor Franz Joseph I congratulates King Frederick III on his creation of the draft for the Imperial Constitution of a newly unified Germany. He also asks King Frederick III for a marriage between our great houses as to further strengthen German unity, as well as become an example for good relationships to come between people of Protestant and Catholic beliefs. We ask the White Army and the the Committe of Safety to come to the negotiation table, in order to combine our strength to bring the Commie threat advances to a halt. (MOD RESPONSES REQUIRED)
MOD: Frederick III doesn't want to get too cuddly with the Habsburgs just yet, and thus politely declines at this time.
United States of Gran Colombia: With the unification of Colombia and Ecuador, a provisional government was quickly established under the Colombian Constitution with Mallarino being President and Eguiguren becoming the new position of Vice President. The two established a committee to write a new liberal constitution and establish a new government, which was mainly led by Francisco Bolivar Rey. On July 24, the Committee had written a new constitution along with a government structure that was slightly more centralized and had an expanded bureaucracy. Sixteen states were established inside the new republic. The Committee held elections for the government positions in that July and the new officials were put into office on August 1. Francisco Bolivar Rey became the First President of Gran Colombia with a large majority. For his first Vice President he selected Enrique Mallarino and for Secretary of State (Head of Cabinet) he selected the Ecuadorian politician Vicente Salazar. President Rey decided to keep friendly relations with Venezuela despite their denial for unification. Rey quickly puts into effect a strong Bill of Rights throughout the nation along with the new constitution. With the combination of the Colombian and Ecuadorian armies, the army expands to the size of 100,000 with a majority of them in reserves. Friendly relations are established with South Germany after their army advisors arrive and a trade deal is established. With the weakness of the United States, Gran Colombia seizes the Panama Railway from American investors and other big American enterprises in Gran Colombia to lessen American influence over the region.
Gran Colombia to Peru Diplomacy: As you are now occupying de facto Gran Colombia, we demand that you leave with status quo ante bellum (white peace). If accepted, friendly relations can be established, but if declined the Gran Colombian army will be mobilized and an invasion ensued.
Peru: We accept your request now but I also ask if I could buy some of the Galapagos Islands.
Bora Bora: We increase military spending. We also offer Japan another deal regarding the Cook Islands using our claims regarding the Kingdom of Rarotonga's unification with Bora Bora.
Toucouleur Empire: We continue to support the kingdom of New Brussels by maintaining the garrison and we continue to build the fortification for the city. We continue to place money into the infrastructure, economy, industry and military of our nation. We extend the age for education to five-to-eight as teachers have been complaining that they are not given the necessary time to be able to teach these children. We build fortifications around our other cities as we try to make sure our nation does not fall to the Europeans. We accept Belgium's trade. We send troops and an offer for an alliance to the nation of Cayor as it holds bitter grudges against the Europeans as they conquered them and they are in a key position to either vassalize them or form an alliance. Guiana Federation: We continue to improve economy and military. The roads looks to be almost finished in various cities. Although Georgetown is slightly continuing to grow, but most of that is progressing. More to come.
In Bolivia, General Mariano Valencia's attack on Indian communal land rights triggered a massive backlash as thousands of Quechua and Aymara origin march on La Paz, besieging the General in his palace. Unconcerned, he calls in his troops - only, to his terror, for their commander, Adolfo Ballivian, to ally with the peasants in a bid for power. The mutinous general blasts the palace open with artillery and the government is swiftly toppled. In a bid to consolidate Indian support, Ballivian promptly proclaims himself Tupac Amaru III, the descendent of the old Inca rulers and the anti-Spanish rebel of the 18th century, and renames the country Qullasuyu, the Quechua name. He also launches a massive programme of confiscation of the Creole elites' land, returning it to the peasants (and keeping a sizeable amount for himself). Ballivian, although a monolingual Spanish-speaker himself, proclaims Quechua the national language. The new regime is eager to redress the repeated Peruvian invasions of Bolivia and rejects the Peruvian proposal of unification. Ballvian proclaims "a day of reckoning is coming for the Creole elites of Lima, and it comes swiftly. They will reap the whirlwind of two centuries of brutality and exploitation of their own and our people. I spit on their treaty!"

Indian Empire: Military offensives in China halt. India assumes control of Tibet and begins to withdraw military personnel from the area (MOD RESPONSE REQUIRED). 150,000 men will remain for defensive and policing purposes whilst control of the region is transferred to the Central Government.
Kingdom of Greece We extend our thanks to every ally in the Anti Ottoman Alliance. King George has announced his intent to upgrade the Navy. Military modernization is going as planned. We face a growing problem, and peasant rebels are beginning to revolt across the Country. They have announced their intend to spread their revolution all across Europe and many leaders are Marxists. Currently, we have established a ceasefire with them, to focus on the Ottoman threat. These paramilitary rebels share anti Ottoman sentiment, so the ceasefire will continue for the foreseeable future. Beware, they do intend to spread across Europe, and they number greater than the nation's armed forces, and once the Ottoman threat is gone, these rebels could wreck havoc.
