Terms[]

  • A multilateral customs union will be in effect between the European continental signatories of this treaty.
  • There will be no tariffs on any goods or services travelling between the countries although border checks may still be conducted.
  • The countries will apply a Common external tariff divided into three sections currently but subject to change:
    • Favoured country (5% of value): Avalon, New England and Savannah
    • Ordinary rate (15% of value): Everyone not mentioned
    • Non-favoured country (35% of value):
  • Non-European holdings of signatories are not subject to the customs union and may set their own tariffs on each individual signatory state.
  • Tariffs still apply for trade between signatories and other signatories' non- European holdings as set by the non- European holdings.
  • Countries must adhere to a rules of origin system to prove that the country of origin is within the customs union to avoid re- exportation through colonies.
  • Decisions on changes to the treaty must be unanimous.
