The Federal District of Hanoi is an important cultural center and the second-largest city in Indochina.
The Federal Republic of Indochina has five federal districts:
- Capital District of Ho Chi Minh (also known as Huế)
- Federal District of Vientiane
- Federal District of Phnom Penh
- Federal District of Hanoi
- Federal District of Saigon (largest city)
The Mayor of each federal district is directly elected by the city inhabitants, unlike other cities within the provinces where the mayorship is elected by the city council. Each district is represented in the Federal Senate by 2 senators similar to each province, whereas representation in the Federal Assembly is proportionate to its population.
