The Congress (民国大議会, Minkoku Daigikai) is the bicameral legislature of the Republic of Japan. It is composed of two chambers: a lower house, the National Assembly; and an upper house, the Senate. Both houses of Congress are directly elected under parallel voting systems.
Members of the National Assembly serve two-year terms. 289 Assemblymen represent the people of a single constituency known as a district (区, ku), while the other 176 are elected through a proportional representation system. Senators are elected to serve six year terms. 147 represent prefectures as at-large electorates, and 98 are elected as part of the proportional block. At each congressional election, approximately one third of the Senate is elected.
