After Völkisch Germany surrendered, the Allies partitioned Berlin and Germany's remaining territory into four occupation zones. The three western zones were occupied by the United States, Canada, and South Africa, while the east were occupied by the Soviet Union. In 1947 the United Nations elected to dissolve Germany along the lines of the Dawson Plan. The new states would Saxony, Bavaria, Brandenburg, and the Federation of Rhineland, while Lower Saxony and North Rhine-Westphalia would see their western territories ceded to the Netherlands.
