Hetalia (ヘタリア Hetaria) is a Japanese webcomic, later adapted as a manga and an anime series, by Hidekazu Himaruya (日丸屋秀和 Himaruya Hidekazu). The series presents an allegorical interpretation of political and historic events, particularly of the World War II era (Hetalia: Axis Powers) and the Great Colonization War era (Hetalia: Selenic Powers), in which the various countries are represented by anthropomorphic characters. Hetalia is a portmanteau combining hetare (ヘタレ, Japanese for "gutless", "pathetic", "unskilled", etc.) and Italia (イタリア).

Originally, Himaruya intended to create only one arc, Hetalia: Axis Powers, but after the success of Axis Powers, he created the second arc, Hetalia: Selenic Powers. The series often uses satire and comedy to address well-known historical events as well as historical and cultural trivia. Historical, political, and military interaction between countries is allegorically represented in Hetalia as social and romantic interaction between the characters; the webcomic version in particular depicts military and economic incursions using various innuendo.

In the second story arc, the countries try another "meeting of the world," similar to the first arc's beginning, with the same results. America walks outside of the building in the middle of the countries arguing and meets with Luna 1 . She tells America that she learned of Luna's warm weather, and realizes he can get rid of the "pesky tides" (shown by a bucket of water being poured over his head.) England soon comes out to meet with America, and tells him his plan. England soon tells the rest of the main superpowers with coastal issues and confirms that they should colonize together (America not realizing the Soviet Union is on his side.) Greece and Turkey overhear their plan and tell them its against their religion and they should stop what they're doing, but the superpowers ignore their demand. Italy and Japan ask if they can have a colony too, but the superpowers object their request (England saying their not important enough.) The Selenic countries and their supporters soon declare war. It isn't soon that Italy and Selenic-Germany (the same Germany from Axis Powers)realize that they are on two separate teams.
