The Federal Assembly, known as the Soviet of the Union between 1955 and 1980, is the lower house of the federal parliament of the Federal Republic of Indochina; the upper house being the Federal Senate. It is the only body that is directly elected by the Indochinese people at the federal level.
Each elected member of the Federal Assembly represents approximately 170 thousand people in their constituent. They are not bound by any orders or instructions and are only held accountable by their electorate. The current 16th Assembly has a total of 540 members. To form a government, a coalition or party needs at least 271 members to express confidence in its government. Although election is technically free, the Worker's Party of Indochina (WPI) has dominated politics since the country's founding, and has successfully formed 12 out of 14 cabinets since the first election in 1955. The WPI, with confidence and supply from the Greens, is currently in government. The Democrats, the Conservative and the Freedom Party make up the current Opposition.
Parties that advocate for secession or independence of the member states from the Federation are not eligible to participate in federal elections, effectively banning the second-largest party of Cambodia, the Khmer National Party, from political representation at the federal level. The Alliance of Ethnic Minorities, however, was allowed to participate in federal elections after it abandoned its advocacy for secession of the Central Highlands from Indochina.
The Federal Assembly is elected every four years by Indochinese citizens over the age of 16. Elections use a mixed-member proportional representation system which combines first-past-the-post elected seats with a proportional party list. The President can call for a new election per the advice of the Prime Minister.
The Federal Assembly is tasked with electing and overseeing the Prime Minister and the Federal Cabinet, as well as setting the federal budget.
The current Speaker of the Federal Assembly is Heng Samrin (WPI).
