These exist in vast numbers in OTL, from the global in range to the regional, dealing with various kinds of cooperation, practical, political, economic and otherwise. Disparity in size and economic can cause problems whatever the system of operation in operation.
In the Rise of the Statelets world the multitude of small states and dependencies leads to fewer disparities, and a larger number of regional and other 'themed' organisations catering for the smaller nations and states. In more global organisations arrangements are made for regional and other subgroupings - otherwise bodies such as the United Nations, with hundreds of members, would be non-operational.
