The Prime Minister of Democratic Republic of Indochina, also known as President/Chairman of the Council of Ministers during the period of 1976-91, is the highest office within the Central Government. The Prime Minister is also simultaneously Secretary of the Government Caucus Commission (the SPI's organ on government affairs), Vice Chairman of the Security Council (Federal Assembly's organ in charge of Security Affairs). This position is nominally in charge of most of the Indochina's affairs, although in reality not always being implemented. Since Indochina is a de facto dominant-party state, most of the officeholders are from the Socialist Party of Indochina.
Throughout history, there are officially _prime ministers, and the position could be traced to the position of Chairman of the Government (which first and only held by Ho Chi Minh during the period of 1945-46). The office has no connection or lineage to the position of Prime Ministers of Laos, Vietnam or Cambodia before 1954. The Prime Minister could be answerable to the Federal Assembly and his /her activity is supervised by the Standing Committee of the Federal Assembly. Deputies of the Federal Assembly have the right to question the Prime Minister and his government.
