David Anthony Llewellyn Owen, Baron Owen, CH, PC, FRCP (born 2 July 1938) is a British politician and physician who served as Secretary of State for Foreign and Commonwealth Affairs as a Labour Party MP under James Callaghan and then as Prime Minister of the United Kingdom from 1987 to 1990 when he would resign sine mora due to the 1990 Labour Leadership Election.
