Norfolk is a city located in the U.S. state of Virginia. It is the headquarters of the United States Fleet Forces Command (USFLTFORCOM) or the United States Atlantic Fleet which is based on Naval Station Norfolk.

During World War III, Norfolk was one of the sites used by the U.S. Navy and the U.S. Merchant Marine to transport troops, supplies, and materiel to Europe in REFORGER convoys. Some Soviet Navy submarines that snuck in the Atlantic launched naval strikes on the U.S. Navy ships located NS Norfolk, destroying and capsizing a significant portion. This caused the Virginia Air National Guard and the Delaware Air National Guard to hunt for the submarines located off the East Coast. Most of the submarines were sunk; while Soviet sailors were captured by the Virginia National Guard as POWs.
