The Pan-Arcadian Congress (Dutch: Pan-Arcadisch Congress, German: Pan-Arkadischer Kongress), or PAC is an intergovernmental regional organization comprising of states in the continent of Arcadia.

1884 Congress - Waco, Texas[]

Proposal(s):

  • Every four years a summit shall be held in which representatives from each member state meet to discuss continent-wide issues and new proposals. The host city shall be decided in advance, and be a major city within one of the member nations.
  • Any member nation may put forth a proposal to the congress, and must be approved by vote. The three original members (Arcadia, Borealia, and Texas) will be granted veto power (meaning these three must agree unanimously), otherwise a two-thirds majority is needed to pass a proposal.
  • All member nations shall agree to a military alliance, pledging to come to the defense of any member nation who is attacked, and to aid any member in war if requested and feasible.
  • All member nations shall pledge to prevent foreign interference in Arcadia, and will not tolerate any attempt by European (or other) powers to colonize, influence or interfere with the nations of Arcadia (similar to the OTL Monroe Doctrine).
  • An Arcadian-wide sporting event shall be created, known as the Arcadian Games, which shall be hosted every four years, beginning in 1886. The games will be controlled and regulated by the International Olympic Committee, who will determine the host nation of the event beforehand. The first games will be held in Borealia, after which time the IOC will accept bids for host nations within Arcadia.
  • The chairperson of the congress shall be selected before each congress by a vote of the member nations. Texan Democratic politician Jan Smuts will serve as the first chairperson (1884 to 1888 term).
  • A member has checks and balances, if the majority want to vote out a member, for a reason deemed well by the congress. (IE starting a reckless war), it can happen.
  • Proposals are automatically accepted if there are no objections (by the time of the next turn). Rather than vote to pass, if any member disagrees they will vote that they disagree, and must state why and discuss with the other members.

1884 Congress - New Mzer, Arcadia[]

Proposal(s):

  • The scope of the Congress will be expanded to also include Laurentia (South America), and Brésil will be admitted into the Congress as a member.
  • Brésil will be allowed to invest in industry in the Arcadian states, as well as provide financial aid to help develop infrastructural and military projects.
  • FSA note:Our government believe Brésil should first be an observer member until 1900 and if no unethical or illegal actions happened they will be fully admitted as a member.
