The Peace Contract of European Lands or Friedesvertrag der Europäischen Länder was a construct to rival the Kiev Accord, and was an intergovernmental military alliance. Primary adherents were largely German puppet-states or allied states.

Initial membership was as follows:

Romania, Bulgaria and Serbia all joined in the mid-70's when it became apparent that the USSR was not content with the lands it had won in the World War.

Just prior to the Spasm Turkey had approached Berlin about accession to the FEL, as a growing schism between the Politburos of Moscow and Constantinople had reached the breaking point. Before this notion could be concluded, the Spasm took place.
