Overview[]

In order to maintain the current peace, progress and stability in Central America; as well as to prevent any domestic terrorist actions and any hostile outside military influence to avoid any further wars in the Central American region, Panama proposes the creation of the Peaceful Central American Unity Organization (PCAUO). The states of Costa Rica, Guatemala and Honduras are invited to join it.

It was proposed by Panama in 1961.

The treaty stipulates[]

  1. Invest in roads, schools and health care.
  2. Invest in agriculture, food processing works and agro-industries; like coconut plantations, fruit canneries and fertilizer factories for example.
  3. Fight all domestic elements that resort to terrorism to achieve their goals.
  4. A mutual defence pact.
  5. Hold only democratic elections as of after 1966.
  6. Maintain friendly relations with the USA, Mexico, Colombia, Bolivia and Argentina.
  7. Cut illiteracy by 8% over the next 12 years.
  8. Having a coup d'état will lead to the nation that had the coup being expelled until democracy is restored.
