Following the Transiberian Railway Free State (Rise of the Statelets), other bodies took up the idea. These include, Indian nationalists in conjunction with Gandhi's Salt March, and organisations controlling some trains on international routes establish 'local autonomy' (mainly to simplify paperwork).

The League eventually passes legislation to cover the 'railway states' and in particular persons born on them (who might otherwise be stateless).
