The Royal Council of the Kingdom of Kongo (Portuguese: Conselho Real do Reino do Congo; Kongo: Lusena ya Ntotila ya Kôngo ya Ntotila), also officially known as the Ne Mbanda-Mbanda, is the legislative branch of the government of Kongo. It has a bicameral structure, composed of the House of Peers ("Câmara de Pares") and the House of Electors ("Câmara dos Eleitores").
The Kongolese parliamentary system is largely based in the Columbian system, and a few elements from the Westminster system are generally implemented in the Council. For the House of Electors, the system of first-past-the-post is used, and the Elector has a term of three years. In the House of Peers, non-hereditary Peers are elected under the plurality-at-large voting, with a term of six years. Though, 1/3 of the House of Peers is appointed by the monarch and is reserved a life tenure (mostly former premiers, members of the ruling dynasty, and peers of the realm).
