Scandinavia was by far the most problematic of the Provinces owned by the Romans. Its first Governor was a military General whose regime was quickly overturned and replaced by a Cimbrian one. The Cimbri, being the main ethnicity of Scandinavia, were not a peaceful people nor were they much for being a Province. Under the radar of the Romans the Cimbri were placating similar feelings of smaller tribes. This eventually started the Second War for the North and the creation of the Cimbrian Alliance, a new empire separate from Rome.
