Thanks for that - I have added a bit more - interestingly, I am an Aussie expat in Japan. My home city (Melbourne) is one of the ones nuked, my current city was also nuked (Tokyo). Hence the inspiration.

What if citizens that could not fit in to their new homes formed sort of family tribes in uninhabited Areas. Those tribes then become sort of city-states towards the future
