I doubt it. Given such devastation, surely technological advance would move much more slowly for many years, if not decades.
This scenario is impossible. If you destroy Germany, Russia, and the U.S. durring WW2 you will cast the rest of the world into an technologiclly backward era. You would lose Von Braun, Albert Einstein, Seregi Korolev, the U.S. atom bomb, the German A-4 (V-2) and the interest in space flight it made, and practically everything that the world technologicaly advanced. And how would this isolated Great Britain survive? It is an island and could probably barely stay inhabitited in a nuclear winter and "mysterious" plague.
