Eureka is less than a half hour from Peoria. Its close enough the be affected by the blast there, plus the refugees would wipe out whatever is left. I don't think the town is a viable place for a survivor state. Plus canon already states that most of I-74 from Peoria to Champaign is a warlord controled wasteland (see Illinois. If you could find a place that is slightly further away from the blast and would be a more viable place for a warlord controlled state than tell me. You know Arstar I don't always follow people's talk pages that closely. Plus the content you have left on this article doesn't give me any indication that this is meant to be a warlord state, so relax.
Now if I may be productive, I actually wrote up a warlord organization that operates across I-74 called the "Chinks." Believe it or not Pekin High School (a town near Peoria) called its sports teams the Chinks. There was a big controversy and it was eventually changed to the Dragons, but that was all post-1983 OTL. I wrote that some Pekin survivors, since the town is across the Illinois River from Peoria, managed to survive and turned brigand, adopting the name of their infamous high school. If you want to use them go ahead, maybe we can collaborate. The Chinks could use Eureka as a base of organization. Mitro 21:54, October 11, 2010 (UTC)

Thanks Ben, but I asked only so that this article remains plausible. I don't want someone coming along later and telling me the prison did not exist in 1983. If it did not, no big deal, I will just take the article in another direction. Anyway I wrote an outline for the article on the page, but I'm willing to let people add to it. Wow, I just wasted 20 minutes looking everywhere, but the prison's date of construction is nowhere to be found. It is a minimum-security facility, and from the pictures it looks fairly new, so maybe it's best to be safe. There's always the Bartonville abandoned asylum in the area. It's widely regarded as one of Illinois' creepiest places. :) Benkarnell 13:31, October 15, 2010 (UTC)
Alright I dropped references to the prison just to be safe. I also plan to use the asylum as a sort of fortress later in the history of the Chinks. Now I just need to think about how they got organized on Doomsday. Mitro 13:42, October 15, 2010 (UTC)
I found a reference at http://www.thefreelibrary.com/Creating+a+Positive+Climate+in+a+New+Federal+Prison-a065859484 that says that it first received inmates in October of 1994. Lordganon 14:05, October 15, 2010 (UTC)
