Little Europe

As much as I like the Little Europe thing, I still find some problems with the number of Europeans, mostly the English and Portuguese. I'm constantly asking myself why there are so many Portuguese in Pouco Portugal with Cape Verde nearby. And wouldn't have at least a part of the English left for New Britain. New Britain, at least, is explained - people just choosing to stop here on the journey to NB aren't going to go further.

Cape Verde would likely have not let them in that early on.
