I don't think this is plausible. Rome was the capital of a major NATO, member and would have been to heavily nuked for a survivor state to form there.--HAD 13:59, May 25, 2010 (UTC)

Its not based in Rome. They didn't even begin resettling parts of Rome until the 2000s. Its several of the towns and villages along the Tiber under the influence of one of the larger ones. Read the article.Oerwinde 16:45, May 25, 2010 (UTC)

I made it from an idea. The old Rome used mainly red, and since this Rome is a rebirth of the old one, I thought a new flag, showing its' difference from the legacy of the Roman Empire, would be necessary. Arstarpool 03:34, July 4, 2010 (UTC)
