Zack, take a look at the CSA article when you get time. What you have about the cities forming a CSA in 1984 doesn't square with the CSA article.
I'm working on proposals for three of the states, and this article could easily stand for the state of Tennessee if you wish. BrianD 04:52, August 7, 2010 (UTC)
