Alternative History

The Treaty of New Rome was a treaty signed in 1916 that ended hostilities between the Burgundian Empire, Borealia, Brésil, et al, and the nations of New England and Texas. This treaty was made after both New England and Texas were fully occupied by Burgundy and its allies. The treaty also does not address the state of war between Burgundy and nations other than New England or Texas.


Terms[]

  • The nation of New England will renounce its claim to Savannah and its lands, recognize the independence of Savannah, and agree to make no attempts to conquer, threaten, or harm Savannah.
  • The nation of New England will agree to the following military restrictions in order to ensure that they are unable to mount a war of aggression in the future, and to promote general disarmament on the continent:
    • New England’s army will not raise an army of more than 100,000 men.
    • New England will forbid any paramilitary forces within its borders.
    • New England will limit its stockpile of armored cars, tanks, and military aircraft.
    • New England will limit its navy to no more than six battleships, six light cruisers (not exceeding 6000 long tons (6100 tonnes)), 12 destroyers (not exceeding 800 long tons (810 tonnes)) and 12 torpedo boats (not exceeding 200 long tons (200 tonnes)), and will be forbidden from operating any submarines.
    • The manpower of the navy will not exceed 15,000 men, including manning for the fleet, coast defences, signal stations, administration, other land services, officers and men of all grades and corps. The number of officers and warrant officers of its navy will not exceed 1,500 men.
    • Any warships that New England, or its allies in New England’s waters, possess currently that exceed this quota will be given to Borealia or its allies. Any ships captured by Burgundy, Borealia, or their allies throughout the duration of the war will remain in the captors’ possession.
  • The nation of New England will agree to demilitarize and de-fortify any border it retains with the nations of Savannah or Borealia.
  • The nation of New England will agree to the following territorial changes:
    • The former nation of Avalon, which was annexed by New England, will be granted to Vinland.
    • The border states that Savannah has occupied up to the Ohio River will be ceded to Savannah, and granted statehood within the nation of Savannah.
    • New England will recognize Borealia's ownership of the Burgundian Delmarva peninsula and adjacent area, and New England will also recognize Borealia’s already existing border up to the Ohio River.
  • The nation of New England will renounce its claim to the territories annexed by Borealia, et al, in the Treaty of Gwynedd, and will make no attempts to claim any territory previously lost from its nation.
  • The nation of New England will immediately cease supporting, supplying, harboring, enabling, or aiding the “League of Empire Loyalists” (LEL), or any other insurgency or paramilitary groups. The “LEL” and any other similar insurgency groups will be officially labeled as a terrorist organizations, and will be condemned by all nations.
  • The signing nations will allow mutual access to the important waterways specified in the Treaty of New Gwynedd; the Mississippi and Sint Lauwens Rivers, and will not infringe on any nation’s freedom of movement on these locations during times of peace.
  • The nation of New England will renounce its current alliances, specifically to the nations of Great Britain and France.
  • Effective immediately after the signing of this treaty, a new, recognized government will be created for the nation of New England, however, the territory of New England will be effectively split between a "Free Zone" (west of the Mississippi), and an occupied zone (east of the Mississippi). The occupied zone, while de jure under the governance of the New England state, will be occupied for 20 years by Borealia and/or its allies, during which time Borealia will be allowed to repair the region's infrastructure, use its factories and facilities, garrison military forces, and make decisions for the occupied zone. Borealia will also retain two million New England prisoners in its possession for a minimum of three years, as well as any prisoners who violate the rule of law in the occupied zone. The New England state's de facto capital will be Omaha (similar to Vichy France).
  • The nation of New England will agree to pay moderately sized indemnities to the nations of Savannah, Borelia, et al.
  • Borealia will respect New England’s current territorial integrity, and will pledge not to take military action against New England unless New England violates this treaty.
  • Sections of eastern Texas will be ceded to Savannah (to even out the border)
  • The remainder of Texas will be annexed to the Federated States of Arcadia.
  • Borealia will retain sovereignty over the Galveston territory (islands of Galveston and Pelican Island) and Flour Bluff (including the OTL Corpus Christi Naval Air Station), and reserve the right to build military bases within the former state of Texas, but will compensate the state of Arcadia for this exchange at the rate of 1000 dollars per square mile.
  • Arcadia will agree to allow perpetual military access to the nations that aided in the conquest of Texas.
