On the 2nd of January 1391, the Senatus Regus Lotharrii presented the Rex Lotharii Feinsan of Regnier-Luxembourg. Thus this agreement is a Union between the Lotharingian king and the Lotharingia Royal Senate. This agreement, being finally made after the Burgundine-Lotharingian war of 1380-1390 combined with the Heyst Rebellion. These events making it possible to change borders, and Balance the New senate which was not able to make a constitution due to these wars.

Rights and abilities of the Senatus Regus Lotharri.
- The right to appoint military commanders and to dismiss when required.
- In the Gewesten the senate judiciary, there will be five judges in a trial where the Senate can appoint three of them.
- In the Royal feodalities, the senate is allowed to appoint two out of the five judges.
- The senate is charge of taxation, tolls and the general budget of the kingdom.
- The right to have diplomatic interaction apart from the king, if the king is informed of the Intent of such missions.

- The freedom of expression and Religion.

Senate organisation[]
- The senate will consist of 358 members, with the king being able to vote if it is a tie.
- Elections for the senate will be held every six years, on the second Sunday in the month of May.
- The Senate will have one chancelor elected every two years, thus to be done on the thirrd Sunday of May.

Vlootleen law[]
Vlootleen, or "fleet loan" is a law passed by the Senate that establishes how the fleet of Lotharingia may be used in times of peace. In order for a merchant to loan out ships from the Lotharingian fleet, he must pay two components:
- Initial loan payment; and
- Percentage of profits.
The initial loan payment is a moderate amount of pounds paid up-front before the loan is initiated. It varies on the amount of time the loan is anticipated to last for, based on the projected distance from Antwerp, and on previous payments to Lotharingia from percentage of profits.
For example, if a first-time merchant wants to loan a ship to sail 1,000 nautical miles from Antwerp, he must pay 100 pounds. If his trip nets 1,000 pounds, he must pay an additional 100 pounds of profit to Lotharingia. If that same merchant, now on his second voyage, seeks to sail 2,000 nautical miles from Antwerp, he must pay 200 pounds minus 20 pounds (20 percent of the total percentage of profit earned on his previous mission).
Scheepbouwwet[]
Scheepbouw or "ship building" is a law passed by the Senate that establishes how the Lotharingian senate may give loans to the building of ships. In order for a Merchant to apply for a loan, they must show a sketch of the ship they plan to build. With additional in information on the possible distance the ship can seal in one go before needing to lay anchor and the tonnage of goods. A loan will be at an interest rate of four percent for all ships that don't meet the criteria. The criteria existing of two parts, if one was met would lower interest rate to two percent and of both to 1.5 percent.
- Ship can reach a destination further then 1,000 nautical miles away before needing to restock.
- Ship has a tonnage over 900 tons.
