The Union of the Italian States (Unione degli Stati Italiani, short for USI) is a country located in Southern Europe in the Italian Peninsula, founded on 25 April 2005 as a confederation with the ratification of the Treaty of the union of Northern Italy, his union is speculated by many to be one of the main causes of the Great Italian War, it comprised all the nations in Northern Italy and Tuscany.

Background[]
The reasons behind the signing of the Treaty of Modena and the following institution of the Italian Peninsular Alliance (Alleanza Peninsulare Italiana) in March of 2001 dates back to almost 20 years, more precisely in 1990 and the partial successful invasion of Tuscany by the Italian Army.
Between 1987 and 1990 the Provisional Italian Government, located in Palermo and formed by the regional administration launched a series of military operations for the reunification of the peninsula and bringing law and order to the Italian wastelands, the provisional government, spearheaded by one of the most efficient and well organized military forces of Southern Europe at that time manage to swiftly conquering Southern and Central Italy in more then just a year, but in 1990 their advance stopped on the Arno river when a coalition of northern Italian and Austro-Swiss forces repelled the Italians outside Bologna and force them to retreat towards the Marche and behind the Arno. Following weeks of negotiations mediated with the help of Helvetic diplomats the Treaty of Lucca was signed between Italy and Tuscany for officially ending the Italian offensive on northern Italy, or as it would be known to history as the "Italian War of Unification"
Following the Italian War of Unification the relationships between the Italian Republic and the northern Italian states would be tense, but cordial and without any big problem, relationships with Tuscany were improving by the late 1990s thanks to the economical aid given to the Tuscanian government, and as well with the other Italian states thanks to the increase in volume of trade between them and Southern Italy. All of this would change in 2002, with the invasion of Libya by the Italian government, now headed by Paolo De Stefano and the Flame Tricolor party, the invasion would be a point of no return for the Italian governments, as they condemned the Italian Republic for it's imperialistic and fascist tendencies, this tendencies would only increase by the years.
In the following months after the conquest of Libya would see the President De Stefano giving flaming speeches about how Italy should all be united under the Tricolor and that Italy will return to be a great power like it was under Mussolini, this speeches would causes the other Italian governments to recall their ambassador and severe diplomatic relationships with Italy, some would even expell the Italian ambassador like in the case of Tuscany and Piedmont. Seeing an increase in activities towards an inevitable war against Italy the Northern Italian states decided to act before it was too late.
Rising tensions[]
It was in the first years of the 2000 when the diplomatic talks and summits between the foreign ministers and head of governments of Subalpine, Tuscany, Liguria, Venetia, Lombardy, Cispadane and San Marino would increase and also becoming more frequent, this talks eventually led to the signing of the Treaty of Modena for the formation of the Italian Collective Defense Forces, or ICDF (Forze di Difesa Collettive Italiane), with headquaters in the historical military academy of Modena, and where the main training centre was located too. The organization's aim was the creation of a common defensive structure that can deter any attack, as to avoid what happen in 1990, it would have entailed a pan-Italian military, divided into national components, and had a common budget, common arms, centralized military procurement, and institutions.
The help of the Alpine Confederation was essencial in the formation of this new agency, the Alpines were happy to help the Italian forces and to supply them with old Austrian and Swiss military equipment, it was decided that ICDF would adopt various former NATO equipment and standardization process, as well a lot of procedure of the Italian Armed Forces and modernize their equipment while still slavaging what they can. Within a year from his introduction the force could deploy two divisions for a total of 40,000 soldiers and it had also at their disposal a small air force corp and a maritime force, from it's formation the force adopted the 7.62 NATO as their standard ammunition and newly produced Beretta BM-58/95, a modified version of the StG 58, made by Steyr and produced for Austria, since the early 90s the StG-58 was selected as the main rifle that would replaced the BM-59, initially it was distributed only to the frontline troops, but with the years it has become the standard service rifle of the defence forces.
Current Situation[]
The IPA has a close relationship with ADC, thanks to the membership of the Alpine Confederation. Membership in the ADC is also a goal that the members of the IPA generally strive for.
They have also finished fighting in the Second Sicily War with the ADC, freeing parts of Italy, expanding their territories, liberating Southern Tuscany, and were also given a mandate over Sardinia. Territories not claimed outright by either Tuscany or San Marino have been divided up into zones of occupation, and what to do with these will be decided in the future, though squabbling is expected.
It is known that the Federation of Greece would be willing to join in some capacity, but the Italian powers are unwilling to do such a offensive move to Sicily at this time, even after the end of the Second Sicily War.
