¡Hola! It has been quite a while. Glad to see you are doing alright. I've been doing fine (more or less).
I do apologize, but I don't believe there is any conceivable way get North Korea to collapse (especially during the 1990s). When it came to Cuba, they were surrounded by democracy (more or less) and were highly dependent on the USSR (which is no more). So Cuba's democratization is likely the best case scenario among the contemporary communist nations.
By comparison, North Korea was not as dependent on the USSR (at least not on the scale as Cuba) and China was right next door. They have implemented strict isolation from the world (most North Koreans are unaware that a man walked on the Moon). But the main issue plaguing the DPRK would have to be the Kims, who practically rule the country as if it were their personal property, and are treated as if they are gods by the North Korean people.
Sad to say, but if something as horrible as the famine of the 1990s didn't cause the regime to collapse OTL, I'd doubt they'd do so ATL (at least within your timeline). I know because I've been trying to do similar things for the New Union timeline and all of them fizzled. So excluding a war or anything ASB, I'd doubt there's anything that could be done.
