William Vacanarat Shadrach Tubman (November 29, 1895 – July 23, 1971) was a Liberian politician. He was the 15th Governor of Liberia and the first Liberian Democratic Party Governor. His term of office would also be closely tied to the Roosevelt Administration.
He is regarded as the "father of modern Liberia"; his governorship presided over continual modernization and a trying time for the economy as the Great Depression hit the United States and moved outward as other nation's economies were hurting. During his tenure, he would try to aid the ailing economy by special policies based of US President Franklin D. Roosevelt's "New Deal", these programs were called the "Unity" programs.
