The World Trade Congress is formed in 1938 in an attempt to rationalize increasingly hostile trade relationships after the League of Nations collapsed in light of the economic meltdown. The representatives of the ESU and SASU (South American Socialist Alliance) would abstain, due to their belief in socialism. The US and Russia attempt to cajole the ESU and SASU to join them, but because of it being a failure, the likelihood of war increased.
