A World Without Clinton
1992- President George H.W. Bush wins a second term, against Democrats Paul Tsongas and Al Gore. Bush pushs through a promised tax cut and spending freeze through the Congress. The budget surplus exceeds $150 Billion dollars for 1993, and is projected at $220 Billion for 1994.
1994- Newt Gingrich is able to run on the "obstructionist Democratic Congress" and win the House of Representatives by 12 seats and the Senate by 4. Using this, he and Bush, and Bob Dole push through spending reductions. That with the booming economy result in a massive surplus in 1995 and a projected surplus of $400 Billion dollars in 1996, and $600 Billion in 1997.
